Bryan is the former City Attorney for the City of Duluth. He worked with the City for approximately for 33 years. His experience concentrated in the areas of litigation, employment and labor law, and all aspects of municipal law. Bryan has conducted jury trials of civil and criminal claims, including wrongful death, personal injury, and civil rights; conduct contested hearings in workers’ compensation court and state and federal administrative agency proceedings, including human rights, MPCA, veteran’s claims, unemployment compensation, grievance arbitrations, and interest arbitrations.Bryan’s experience includes process motions, discovery, and appeals, including the researching and drafting of briefs to all courts; has written briefs and appeared at oral arguments in the State and Federal district courts, the State Supreme Court and Federal Court of Appeals. In addition to the above, Bryan has completed certified training as a mediator and is included on Supreme Court list of arbitrators and civil mediators; qualified to conduct arbitrations and mediations.Bryan has also completed anatomy courses at University of Minnesota Medical School; two leadership training courses; National College of District Attorneys civil rights course; public risk management training course; annual labor relations training courses, NPELRA and MPELRA. He has lectured and written articles for Minnesota Institute of Legal Education, Bench and Bar Magazine, Minnesota Association of Commerce and Industry, MPRELA, local Trial Lawyers Association, local Bar Association; Minnesota Association of City Attorneys, League of Minnesota Cities. Bryan is the past president of Minnesota Public Employer Labor Relations Association (MPELRA); original incorporator and for fifteen years a director and officer of Women’s Coalition, Inc. (Battered Women’s Shelter); member area Chamber of Commerce; past president of Duluth Public Library Board; past president of Duluth Charitable Gambling Commission; past member Arrowhead Regional Development Commission Criminal Justice Committee; Governor’s Task Force on Battered Women; Minnesota Join Together Coalition (underage drinking); former director and president of Lake Investment Company; consultant and board member of Environmental Resource Council (non-profit).

Graduate School: William Mitchell College of Law, St. Paul, Minnesota. Class of 1975. Juris Doctor cum laude degree.
